Build a Win 10 OS environment and pre-installed.net 3.5. Navigate to registry for checking the v.3.5 folder. In my side, there are some sub-folder in v.3.5 folder andthey show different version number 3.5. Windows Server 2008 R2 already has.NET 3.5 SP1 installed but it is not turned on. The Role Management Tool must be used to enable.NET 3.5 SP 1 for use with WebPortal. Open the Server Manager.

Go to Start, All Programs, Administrative Tools. Select Server Manager., if not already installed. Enable.NET 3.5 SP1 in the Add Features Wizard. In the Server Manager, right click on Features and select Add Features. Check.NET Framework 3.5.1 Features.
